Bothwell-Accurate, a leading Ontario-based roofing and waterproofing contractor, engaged Orion Construction to deliver a new industrial facility in Surrey’s Campbell Heights Business Park. Initially planned as a standard light industrial build, the project evolved into a full build-to-suit development, following Bothwell-Accurate’s decision to purchase the entire building.

This strategic pivot led to a complete redesign of the office space to reflect the client’s operational priorities—resulting in a 99,000+ sq. ft. facility that includes over 24,000 sq. ft. of customized office improvements across two floors. Features such as an open-concept layout, two boardrooms, a gym, a health and safety room, and an elevator were tailored to support Bothwell-Accurate’s expanding BC operations and long-term goals.

Driving Success Through Preconstruction Expertise From the outset, Orion’s Preconstruction Management team played a critical role in setting the project up for success. Leveraging a deep understanding of municipal processes and design coordination, the team guided the transition from a base building plan to a highly customized tenant-focused design. Through continuous collaboration with the client, Orion’s team streamlined design decisions, optimized building layout for dual-use fabrication (Bothwell and subsidiary Glastech), and ensured constructibility remained top of mind—laying the foundation for a smooth transition into construction.

Fast-Tracked Permitting: A Testament to Orion’s Process One of the project’s most significant achievements was the accelerated permitting timeline. Orion successfully navigated rezoning, Development Permit (DP), and Building Permit (BP) approvals in just 12 months—a timeline that typically spans two years. This milestone was made possible through Orion’s well-established municipal relationships, proactive communication strategies, and detailed responsiveness to City of Surrey requirements. By anticipating challenges and maintaining open lines of dialogue with authorities, the team ensured forward momentum without compromise.

Tailored Solutions with a Build-to-Suit Mindset When the developer shifted from a stratified project to an owner-occupier project, Orion quickly adapted the project scope, integrating a series of tenant-driven enhancements that required architectural revisions and real-time coordination. The office space was redesigned to reflect Bothwell-Accurate’s corporate culture and functional needs, with additional features like a partitioned training room, in-house glazing by Glastech, and an integrated elevator system. This flexibility and proactive approach underscored Orion’s ability to seamlessly pivot and deliver a fully customized space—without sacrificing schedule integrity or design intent.
